Moshe (Moses) bar Kepha (bar Cephas) was born near Nineveh (Iraq), and served as bishop in the Syriac Orthodox Church in Beth-Ramman, Beth-Kionaya, and Mosul. He wrote voluminously, with a Commentary on the Old and New Testaments, which is largely extant. He died at the age of 90 in 903.

Voste explains in his French article that Diettrich's 1901 publication was based on a manuscript that was not fully extant, and did not list an author for its Psalm introduction. He then says that in 1926 another similar manuscript was discovered in Mosul, a complete manuscript included introduction and commentary on the Psalms. This time the introduction was explicitly attributed to Moshe bar Kepha at its beginning and end (see Voste, 217). In the remaining pages of the article, he supplies missing text from Diettrich's edition, supplementing it to bring a complete manuscript into form.
From my research, however, no one has yet to merge the two texts together.
